After a campaign of deliberate misinformation by Michael Bay, producer Robert Orci has said that Megatron will be in Transformers: Revenge of the Fallen.
Bay stated that Megatron would not be in the film and that he was not lying. With so much misinformation being thrown back and forth i can only think that Megatron will not be part of the current story but they will bring him in as part of teh back story, in flashbacks to the war on Cybertron.
Misinformation is all good and fun, but after a while it just gets annoying.
